Hey Deb,
That #3 is really interesting. I think it's important to be able to show the link between efficiency and reliability though. I haven't seen any data on that. The Uptime Institute says the same thing: efficiency = reliability, but I haven't seen hard facts.

The other thing is, #2 only works if people can show their bosses a %15 ROI on the project. Efficiency has to come from the top down.
